The
Innovation Relay Centres (IRCs) are technology advisory centres
that provide transnational technology cooperation services. Each
centre is staffed by business and technology specialists that have
intimate knowledge of the technological and economic profile of
the companies and regions it serves. All IRCs work toward promoting
technology transfer across Europe.

The
BICs (the EC Business and Innovation Centres) are supported
by the European Commission's Regional Policy Directorate-General,
with a view to promoting innovation on a specifically regional basis.
In this case, innovation means not only technical innovation, but
more comprehensively "every change that increases a business's
knowl-edge and competitiveness". The building of a regional
infrastructure promoting innovation is an integral part of the tasks
of those Innovation Centres that are authorised by the European
Commission to use the quality certificate "EC BIC".

The
Euro Info Centre network comprises 270 Euro Info Centres and
11 Euro Info Correspondence Centres in 37 European and Mediterranean
countries and provides information, advises and assists small and
medium sized en-terprises. Being close to businesses, Euro Info
Centres help SMEs to access European Union programmes and initiatives
to make the most of the opportunities offered by the European Union.

The I-TEC
pilot project is an initiative to encourage early stage investments
in technologically innovative SMEs. I-TEC is supported by the
European Commission under its INNOVATION/SMEs Programme, and implemented
in collaboration with the European Investment Fund. I-TEC aspires
to help build, within Venture Capital operators, a lasting capability
to appraise and manage those early stage projects, in technologically
innovative SMEs, which, in spite of their economic viability and
inherent quality, would otherwise not be taken into account.

Under the
CREA programme the Commission encourages seed-capital funds to
finance businesses in the start up phase and SME business transfers.
CREA provides for a repayable loan for a maximum period of three
years to cover up to 50% of the operating costs of the seed capital
fund manager.

The JEV programme's
aim is the provision of financial contributions for the establishment
of transnational joint ventures by innovative SMEs within the
EU. This will be distributed indirectly through banks and other
financial institutions in Member States under the overall management
of the Commission services. The scheme will allow a maximum contribution
of Euro 100,000 per project. A first element of up to Euro 50,000
will be available to cover 50% of eligible expenses, including
market research, preparation of business plans, environmental
impact studies and legal documentation. The scheme will also provide
overall cover for up to 10% of investment in fixed assets.
